Chief Brian A. Kyes
Chief Kyes was born and raised in the City of Chelsea and attended the Chelsea Public School System.~ He was appointed as the City of Chelsea’s 18th Permanent Police Chief on November 8, 2007.~ He was originally appointed as a Patrol Officer for the Chelsea Police Department on May 18th of 1987; promoted to the rank of Sergeant on October 21, 1994; subsequently promoted to Lieutenant on November 22nd 1996.~ As a
Lieutenant he worked as the first full-time Internal Affairs Investigator for the department from 1998 until 2002.~ He was promoted to the rank of Captain on January 30, 2002 where he acted in the capacity of the Criminal Investigation Division Commander and Public Information Officer for over five years until being elevated as the Department’s Chief of Police in 2007.
Chief Kyes holds a Bachelors Degree in Economics from Framingham State College (1987); a Masters Degree in Criminal Justice from Anna Maria College (1990); and a Juris Doctorate Degree from Suffolk University Law School in Boston (2002).~ He is a licensed Attorney at Law in this Commonwealth and a member of the Massachusetts Bar since June of 2003.~ He attended and completed a successful course of Law Enforcement Management at the FBI National Academy (Session No. 228) in Quantico, Virginia from January 6, 2007 through March 17, 2007 and also attended the FBI Law Enforcement Executive Development Program~(Session No. 61) in Quantico, VA in January of 2009. He is a 1998 graduate of the 20th session of the Senior Management Institute for Police sponsored by the Police Executive Research Forum (PERF). He recently attended Senior
Executives in State and Local Government 3-week Program at the Harvard University Kennedy School of Government. He is also a certified Police Ethics Instructor for the Massachusetts Police Training Committee.
Chief Kyes served as Union President from 1993-1996 of what was formerly known as the Chelsea Police Improvement Association (CPIA) which at the time represented all ranks in the Chelsea Police Department.~ He became Union President from 1996-1998 of the then newly formed Chelsea Police Superior Association (CPSOA). He is an active member of the International Association of Chiefs of Police (IACP), Massachusetts Chiefs of Police Association (MCOPA) and serves on the Executive Board as the elected Representative from Suffolk County, Vice President of the Massachusetts Major City Chiefs Association (MMCC), FBI National Academy Association (NE Chapter) (FBINA), Police Executive Research Forum (PERF), New England Association of Chiefs of Police (NECOPA) and is a member of the Massachusetts Bar Association (MBA) since 2003.
